Positions of certain transcription sites/sequences

Are the Goldberg-Hogness, GC, and CAAT boxes within the Leader sequence, or before or after it. Or are they after the start codon itself? Help with this question would be appreciated!

For RNAPII:

GC and CAAT boxes are located in UCRs ( Upper Conrol Regions ) of promoter, i.e. upper from Goldberg-Hogness.
Thus they cannot be located neither in leader sequence, nor after start codon.

Type 1 and type 2 promoter of RNAPIII have their promoter downstream of startpoint, thus they must be in leader sequence. Do they contain GC or CAAT boxes? I dont remember their consensuses. But I think google can help.
