Why are there "variable numbers" of tandem repeats? Does it have something to do with an error in replication?

I think you are right, variations can be caused by errors in replication (I think it's called replication slippage). Large variations are probalby caused by errors in recombination though. When you have tandem repeats homologous recombination can occur between non-corresponding loci. This leads to deletions and duplications of the repeats.

ever heard of unequal cross over and unequal sister chromatid exchange ? and thereby errors in replication can duplicate a DNA-sequence or delete it.
