what is the strongest promoter in general mammalian cells?

I found that many eukaryotic expression vectors contain hCMV promoter, such as pCDNA3. But some vectors contain a CAG promoter.
I also know a expression system called vTF7.3-T7, which can expressed the gene under T7 promoter. But the premise is that the gene is cloned under T7 promoter and the cell line is pre-infected by recombinant vaccinia virus vTF7.3 which can expresses T7 RNA polymerase.

I want to know what is the strongest promoter in expressing foreign gene in general mammalian cells, such as BHK21 and VERO? T7, CAG, OR CMV promoter?
