cyclic electron flow/photosynthesis

if cyclic electron flow occurs the excited electrons of photosystemI are transferred back to photosystemI through redox systems.
My Question: If the excited electrons coming from photosystemII also arrive in photosystemI after passing through the redox systems, aren't there too much electrons in the chloroplasts of photosystemI? Because when the electrons excited in photosystemI are returning to photosystemI anyway, the chloroplasts would have a negative charge if the electrons of photosystemII are added?

i thought cyclic electron transport took place only when when PS2 was non functional.PS1 alone remains active during cyclic photophosphorylation .am i right or wrong ???
