Velocity meaning speed? Seems a very odd question if it is.
How big it is. How much of its legs are muscle. Surely this isnt the question???

There are many factors, internal and external.

You could write a book as an answer to this question. The limiting factors to an animal's velocity...
Well, internal: state of health, how fat the animal is, phisical condition, number of calories in it's diet, muscle mass specific to the species etc
External: gravity, rubbing against the air, weather conditions(rain, wind and so on) etc
Is this what you need?

I also agree with Chris4...this is a very weird question....velocity is the measurement of the rate and direction of change in the position of an object....Try to paraphrase your question...:)
