Considering that conception must be preceded by development of ova followed by ovulation, can anyone suggest why tamoxifen 'enhanced the odds of conception in subfertile women' as says the article from Scientific American of October 1998?

Tamoxifen is anti-estrogen. Applying anti-estrogen will affect the HPG axis by negative feedback, which means affect the gonadotropin (LH, FSH) release from pituitary.

HPG axis = Hypothalamus-Pituitary-Gonad axis ;)
