-ve feedback

No, they are not the same.
The first statement says that -ve feedback takes place before normal condition is achieved (ie the process to achieve the normal condition)
The second statement says that -ve feedback takes place after the normal condition is achieved (ie the process that maintain the condition once it is achieved).
Still need clarification.

You're over-analyzing...

Negative feeback shifts the body's parameters back into normalcy...and maintains it so positive feedback does not occur.
