I really need help with this question of genetic engineering

In this question:

By using the techniques of genetic engineering, scientists are able to modify genetic material so that a particular gene of interest from one cell can be incorporated into a different cell.

1) Describe a procedure by which this can be done.

I understand what this is trying to tell me to do, but I'm confused on what I should include in the procedure. Should I include concepts like transductions, restriction enzymes, recombinant DNA, etc...? I'm confused on what concepts I need to include into my procedures. Thank you!

Your own procedure? Of course, why not? ;) Only if you are an expert in this field, have an experience, and your technique works well to others and not your abtract idea which you don't know when it'd be real
