What are the chances of T and B cell matching an antigen?

I've been studying Immunology, to make a resource of key points to teach myself and others, while including links to cite the data.

What I need to know however, is whether a B or T cell receptor can only attach itself to an antigen when it has the correct genes.
Does this mean that the odds of a B or T cell bonding to an antigen 1 in 2.5 x 10^7 ?
