BRC-ALT Tyrosine Kinase

Does anyone know if the BRC-ALT tyrosine Kinase is a problem in leukemia because it is transcribed more often when on Chromosome 22 or if it is simply just always in the active configuration due the mutation, or both?

I have looked on access medicine and watched Kevin Ahern's lectures on youtube and both causes are mentioned, but not in the same places. I just want to know if both are correct or just one. I have to give a presentation on Chronic Myeloid Leukemia (CML) drugs on Friday and would like to make sure I'm thorough and accurate.
