What is meant by spatial and temporal control?

I am researching proteasomes for a class and am unsure of the context they use spatial and temporal control in:

"protein degradation has a key regulatory role in many cellular pathways and must therefore be subject to spatial and temporal control."

Can anyone help??

temporal = regulation in time/ spatial = regulation in place

--> in signaltransduction spatial regulation refers for example the recruitment of proteins to the plasmamembrane.

--> temporal regulation is regulation of a protein: how long is it activated / deactivated.
