Transgene plants and cisgene plants

Definitions
Transgene plants: Has genesequences from another specie
Cisgene plants: Has not inserted genesequences from other species

Transgene plants usually use Agrobacterium (which makes it the other specie), but what about cisgene plants? Don't they use Agrobacterium too? I don't understand why it says "not genesequences from other species".

Off hand. I can't find cisgene term and plants.
But may be it remain to the origin genome of plant species, not artificial or transgene from geneflow.
