Why is palisade mesophyll unusual?

They are only found beneath the outer surface of the photosynthetic leaf. They are the photosynthetic cells in the leaf, and it doesn't make sense to have them anywhere else.

it's present probably in leaves of all higher plants. Is it really unusual?
Cis or trans? That's what matters.
