Diffusion of CO2 and chloroplast placement

I know that chloroplast placement relates to increased light exposure and absorption but does the diffusion of CO2 also have something to do with chloplasts being in the top/palisade layer of the leaf?

You know, less distance for CO2 to diffuse to in order to reach chloroplast = more CO2 available for photosynthesis so it happens at a faster rate or something like that.
