Describe the steps in transcription that require complementary base pairing?

What is does this question mean? Can anyone enlighten me?

I would guess they want to know, during which steps of transcription is the complementary binding crucial. Is it during binding of the nucleotide to the polymerase or during binding of the nucleotide to the other strand or during the elongation?

I think its about RNA-DNA pairing during transcription.
