Long ago I remember being told:

The least advanced creature whose behavior cannot be entirely accounted for as fixed-action-patterns
is the crayfish.

Can anyone confirm or update this? I need to be able to argue, in a paper, that even fairly simple nervous systems, in which we can catalog every neuron, can still generate behavior of such complexity that the behaviors cannot all be ascribed to particular fixed-action-patterns.

How would anyone even go about determining this?

Years ago, I was running a training / memory test on flatworms and had them show a cognitive response that even dogs aren't supposed to have. Behavior is not easily reducible.
