Difficult bacteria, help anyone?

I am doing a research project where we are to swab different items and then we are to determine the bacteria found on them. However there is one I am stuggling with identifying it's shape because it looks like it could be either rod or cocci grouped. Any thoughts?

The resolution is not great so it is hard to tell, but most of them appear to be diplococci, rather than short bacilli.

It is pretty difficult to tell, but I find myself agreeing with this.

Based on the picture I would say it is a gram negative rod (short bacilli). However, on the certain spots it makes me think twice, if you could give a pic with better resolution it would be good, this one looks kind of muddy.
