Ecology Homework Question(need help)

A famous real estate devloper wants to build a subdivision in a rare ecosystem. He promises to protect some of the area and leave it as a park. A prominent ecologist says that this is a useless promise and the land should be exempt from all development. A conservation group disagrees, saying that any saved land is good, and that this is the price of progress.

Who is right? What is the issue? Explain your reasons. A definition for park and land use must be part of your answer.

So can anyone help me?
