It looks like a type of cactus

A flower is a reproductive part of a plant which produces the seeds.

Not sure but I think the dragon fruit has a structure that grows out of the flower. But it does look like the early stages of flowering with dragon fruit.

Does the plant need shade and lots of water? The dragon fruit looks like a cactus but it grows naturaly in the amazon so it will die without water and suffer cronic photoinhibition in hight lightintesities.
