The International Whaling Commission (IWC) is an international body set up by the terms of the international Convention for Regulation of Whaling (ICRW) which was signed in Washington, D.C., United States, on 2 December 1946 to "provide for the proper conservation of whale stocks and thus make possible the orderly development of the whaling industry".

In 1982 the IWC adopted a moratorium (ban) on commercial whaling.

Going off the information you've given: A)

The acceleration phase is the initial increase in population and is often followed by an exponential growth phase (if conditions continue to be favourable), similar to what the human population has been going through.

If a population is small enough, the reproduction rate can be so low that there is a lag phase before any initial increase in population size. I.e. births = deaths for the initial period.
