This is developmental Biology question. Generally speaking, except embryonic stages, cell specialization seldom happened in somatic cells. An the somatic cells cannot mitosis for countless times, unless it becomes tumor cell.

This is not a question of only biology, neurons are the basic structure of the organism, many functions are required to complete combination. Vegetative also have neurons, but has some damage on part of them, why he is unconscious?

Hydrophilic is chemical concepts, which means its ability to the formation of hydrogen bonds. It dose not simply mean to dissolve in the water. Some metal is also Hydrophilic, but the metal does not dissolve in the water.
