How does homosexual 'sex' increase the likelyhood of getting HIV. Thus why in some countries homosexual are not allowed to donate blood. I need help with this.

why mutation is the only way to producing new alleles?

conjugation (as you call it 'bacterial sex' :lol: ) and transformation may be other ways. But they do not form new alleles immidiately. Mutations are sudden changes. And you can not observe conjugation and transformation in human.
