how long does a bacteria lives in a water

Some bacteria enter e quiescent state when temperatures drop, and may last very long time. months or years. Although not actively multiplying they are still viable.

... But, they aren't controlled properly so, they accumulate mutations in genome. However, they are more active in terms of dividing and are rarely quiescent and arrested in G0.

cell division

... an asymmetrical cell division, in which mitosis may or may not be the same (unknown). What is the G3 stage of the cycle? Is that the same as the quiescent G0 stage? Where the cells are not dividing and just functioning?
