Beginner Biology I NEED HELP PLEASE PLEASE!!

... how can I tell how many rings there are supposed to be? and how do I know how many electrons...for example. My text says that the roman numeral above the column on table of elements tells you how many electrons on the outer shell...so does that mean that phosphorus 31 and 32 both have ...
