The Menstrual Cycle, Question

I have to do a report on the menstrual cycle and I have a question: I didnt really understand, if this luteinizing hormone is produced by the pituitary gland or by the hypothalamus? Maybe somebody knows .. Thanks!

... resulted from the hormonal change. However, some women do not matter to have sex in their period. And, yes, they cannot get pregnant at their menstrual period, unless there's another ready-to-be-fertilized egg from another ovary, but this case is rarely happened.

All physically intact women do, unless they're pregnant. As you may know, the 'period' itself involves the shedding of the endometrial lining. This does NOT happen during (a healthy) pregnancy.
