well I haven't heard of it and I tie my hair up without drying it at all and my hairs never matted

It is dredlocks? I think this is when hair becomes matted. You can get this just by not washing your hair for long time. I know because my dog has it sometimes and they make special brush that cuts the mats and seperates hair.
