this is the temperature at which the vapor pressure of a given liquid reaches atmospheric pressure (and thus starts to boil).

4ºC -> 96ºC below the boiling point of water at sea level. Or teh temperature of most fridges. Cold. 0ºC -> the freezing temperature ...
