Question on Xylem and Phloem; primary and secondary

... xylem and phloem versus secondary xylem and phloem?" What I put/am thinking, is that primary x&p is formed by primary growth and an apical meristem whereas secondary x&p is formed by the vascular cambium in secondary growth. Would you consider that an accurate/adequate answer? ...
