Does a negative number indicate that cations flow into the cell or anions flow out of the cell, respectively, and vice versa? Or is this a too easy way of thinking about it? GABA inhibitory activity

Is it probably because, without the glutamate action that allows the positive charges to get in the cell, the anions (Cl-) are in equilibrium and don't get in even if the GABA binds to receptor?
