What happens when DNA cant be rapaired

Normally damage on DNA can be repaired by enzymes. But some times when the damage is occurred by high exposure by etc UV-light or chemical substances the reparation processes cant be done which results in cancer tumors.

What makes it unable to start the reparation?

Well, like any biological process, DNA reparation is not 100% percent efficient. therefore, if there are too many errors enough will sometimes remain to produce a cancerous tumor. But remember, the cell can still commit apoptosis.

Ok so there isn't any specific protein, enzyme or environment change occurred by the cancer elicitation factors that make the reparation unavailable. It is just the matter of a non 100% perfect system combined with to many errors that failure the process?

basically yes.
Cancer elicitation factor is a general term, for anything that creates errors that cannot be repaired, leading to cancer.

Also if your mechanic is damaged you can't repair.
