Partially double-stranded RNA molecule question......

Does anyone have any ideas how this RNA could be partially double-stranded. (I know you may say no, since the strands are not anti-parallel) but what, in theory, would make this possible...

Hairpin loop structure are quite common. In fact tRNA are quite interesting in this respect. As for what meakes this possible, I would say Watson-Crick pairs. RNA is just like DNA in this respect.
