plasmid DNA mwt calculations

hi
I have some basic doubts in calculating the charge ratio between polyethylenimine(PEI) and plasmid DNA.PEI=25k,PDNA=6.4 kb.How to calculate the N/P ratio(nitrogen of PEI/phosphate of DNA).Kindly help.Most of them say as 1:4(DNA:PEI) wt/wt .What does this mean?/how to work it out?
