Probably a botanist would know what that is. Unfortunately we don't have any of those on the forum. Do we?

i think that's a coniferous tree ....i have seen conifers and the young shoots look like the tree in that pic.

No, it doesn't move, and its long dead (The shrivled black carcass is still dangling there... maybe I should eBay it =P)
Its definetly growing off of the tree, whether it is a parasite, etc., I don't know. But I watched its entire development until death while it was on the same spot in the tree.
As I suspected, it is too big to be carried by the wind. It is probably a parazite fungus. The wind brought spores to your tree and from there you know what happened. or it could be an alien
