Why are turtles not considered to be amphibians?

Eggs are amniotic vs amphibians which do not have amniotic eggs.

Also their skin is impermeable(water-proof, like my watch) and their lungs are better developed than any amphibian. And some other stuff...

And also one little detail - when little amphibian come to live it breath through the gills which means it can breath in the water, but as it is developing, gills dissapear, also the ability to breathe under water dissapear and it start to breath through the lungs. Turtle when will come to live it breath through the lungs throughout his life though it can be under water surface very long time. (it stop the breathing).
