Because if the ETS and oxidative phosphorylation (Complex 5) were not coupled, you wouldn't generate the proton gradient needed to phosphorylate ADP. You might generate a gradient, but there would be no Complex 5 to run the phosphorylation or conversely, you might have a bunch of Complex 5s but no ETS to set up the gradient. I'm pretty sure thats the answer you are seeking.
