Velocity meaning speed? Seems a very odd question if it is.
How big it is. How much of its legs are muscle. Surely this isnt the question???

You could write a book as an answer to this question. The limiting factors to an animal's velocity...
Well, internal: state of health, how fat the animal is, phisical condition, number of calories in it's diet, muscle mass specific to the species etc
External: gravity, rubbing against the air, weather conditions(rain, wind and so on) etc
