Vaccination for HIV

i've read an article saying that there are vaccines for HIV. is it is so, why the people is not vaccinate now? is there any side effect? how can i get the information about the vaccines for HIV?

Didn't they come out with some similar "miracle cure" in the early 90s? I think I saw something on the news that it would end AIDS once and for all, and within six months the virus had mutated and the miracle drug was totally useless. Can someone say, "Deja vu!"?
