Fish and its gills

I learnt that fish breathe through the diffusion of gases through the linings of its gills, and this exchange of gas helps to provide oxygen to the fish. But why do gases diffuse through the gills from higher concentration of oxygen to lower concentration of oxygen? I learnt also that water usually diffuses to equilibrate the concentration of other substances across both mediums. In this case, why the movement of gases and not water?

Water does diffuse - it gets removed through the kidneys.
