It is a kingdom. But for you to understand better , use the dictionary, as dictionaries are used for those purposes.

I am beginning to think that we shouldn't direct people to the dictionary anymore. From our dictionary:
monera
(Science: zoology) The lowest division of rhizopods, including those which resemble the amoebas, but are destitute of a nucleus.

TOTALLY WRONG!!!
Monera is a term that was(and still is in some books)used for the kingdom of all prokaryotic organisms(that don't have a nucleus). Currently it has been divided into eubacteria and archea. I hear the nnew edition of Bergey includes archea and eubacteria as subkingdoms of monera or sth like that...
Anyway, to keep it simple: monera=all prokaryotic organisms
