Animal Intersections, Parallel Roads, Alternating Road Usage

Roads which knife through rainforests can cut off wildlife migration from one side of the road to the other side, especially when considering that roads span great distances. I have come up with a proposal that might help alleviate cross-road wildlife migration. If there are two parallel roads with a distance of 5 miles between them, then if a government closed one of the roads for a period of a year, that would produce greater migration across that particular road. Then after the year is complete, the closed road would be reopened and the road 5 miles away would be closed down. One might call this a 'Animal Intersection'. In fact, they could employ an animal walk signal. Have any biologists out there heard of similar road usage strategies? If so, then please put down a comment.

Yes, I'm American. I was born in Oregon.

If a solvent is made that can be put in SUV tanks that increases gas mileage, would that not be good? There are already millions of SUV's in operation. Now certainly it would also be a good idea to begin phasing out SUV's for better design models. However, I will not put a blindfold and declare solvents techniques useless.
