LEAVES COLOURWHY IS UPPER SURFACE OF DICOT LEAFE IS MUCH DARKER THAN LOWER.
The concentration of the cholorphyll is in the palisade mesophyll--which is arranged closer to the topside of the leaf structure--may account for some of the color differences. Recall that the top is the surface that will be gathering light energy, hence chlorophyll positioning would mean a great deal.
No, they are not. As ERS said, there is more chlorophil in the palissade tissue
