Monocot leaf cross section

Hi! I'm new here.
There's a question I need solved:
Can one tell which side is the upper epidermis from the cross section of a monocot leaf, like this one?

Since monocot leaves don't have palisade tissue, and have stomata on both side,
I'm wondering if the answer lies in finding the phloem?
