White substance on palm fronds

This is my first post here and I am an artist/photographer. I've been taking macro shots of palm fronds on trees simply called "palm tree" here in west central Florida. Can someone tell me what the white stuff is on the left side of the photo? I applied a little water on the right side and the substance immediately became completely transparent. The white color returned when the area dried. Is there a way to completely remove the white substance permanently. I tried white vinegar and then rubbing alcohol, but the results were exactly the same as when water was used. It can be scraped off with a knife, but I am unable to remove 100% of it. Sometimes the white stuff is artistic, but other times I would like to take a photo after it has first been completely removed. Maybe I should ask on a different website? Thanks.
