My first impression was a cockroach, but when I searched for other images, the front legs look too robust, and the head is too fused with the thorax. Maybe it's a cockroach adapted for burrowing. Or something else.

I have no idea. On the front of the beetle are two "pincers", however the bug didn't use these when picked up.

It's not unusual to find them out of the water, either - for a while last year they were common in the parking lot of the business my daughter worked at.
