Why is the expression of some genes controlled in prokaryotes?

For the same reason the expression of some genes is controlled in eukaryotes.

i think in prokaryotes the cell is very primitive and the genes would be having limited amount of expressions and that of eukaryotes the genes would have evolved with greater amount of expressions......
