Rodent/mustelid?

Hi there. My mum found this tangled thing on our local beach (Edinburgh, Scotland) the other day. Measures approx. 1ft/30cm. All I have to go on is that and the photo she took. Looks to me like a giant Naked Mole Rat, but I'm pretty sure it's not! Unfortunately I can't even make out which way up it's head is.

I was thinking possibly a young otter, but they're not at all common around here, and the tail seems short to me, even for a young one :?
