JackBean, I think you missed the word "review" in the original post. Your description applies to normal research papers :)

In a review paper, you go through a shitload of recent articles (and some famous and groundbreaking older ones if you want to tell how it all started) on a given topic, pick a couple of dozen most important ones and summarize the proceedings in some journal related to the topic.

The idea of a review paper is to give a logical summary of the latest development in a certain field of study.

When writing my thesis, in one of the part is literature review, where I take a lot of time to prepare it. It does like what Biohazard had mentioned, like go through many articles, summarized them. Well, can I modify my literature review and try to publish it as a review paper?

I do not know your location and the copyright practises thereof, but I believe usually the rights of the review part of your thesis belongs to some university publication organisation (the articles, if included, are the property of the journal that published them) and you cannot re-publish these texts without permission from the appropriate body. However, if you make a new review based on your own work it should not be a problem to publish it. I am not sure, though, how much re-editing it would take to avoid plagiarism issues. Stay clear of copy & paste ;)

Yes you can. It is quite often done. As biohazard pointed out, some editing should be done, for IP reasons but also because published work and the journal you want to publish are likely to have different standard for the presented text.
As for where, it depends on the subject. See what journals are publishing in your field. And then look which one are accepting review papers (some do not publish reviews, some publish reviews only on invitation, but others will publish review papers submitted directly). This information should be available in the instructions for authors available on all journals webpage. and... Good Luck.

Thanks for the information. The other question is should I submitted my thesis first only publish the review paper, or vice versa? Then my thesis will become one of the review paper's reference or vice versa.

AFAIK,

both options are available. In any case I do not think I would reference your thesis in the paper as they would be substantially the same thing, unless you want to reference the results presented to defend your thesis. The other way round might actually be easier if your university allow you to just includes the review as a chapter of your thesis : my Ph.D thesis was 4 research papers with an introduction and a conclusion, and a few pages in between for transitions added. If I had written a review, it could have been used as the intro.
