Problem with arming the oppressed is that if they succeed... they generally become the oppressors.

when the only way to tell who's a terrorist and who's not is when the terrorist blows himself up.

This gave me a vision of a bomb survivor face-palming and saying "I knew it was that guy!"
What did the parasitic Candiru fish say when it finally found a host? - - "Urethra!!"

DDT are harmful to humans too, but the reason is probably to prevent the persists from becoming resistant.

If the WHO truly wants to cut money there are a lot of bigger and fatter budget areas they could cut.
