Impulse of nerve

As we know that the reaction of impulses in the human nerve/coordination system is incredibly fast. This happens because of the mielyn membrane and the neurotransmitter substances. I want to ask about this nerve systems inside the human body..Sometimes we also see that some people are slow in reaction. Is it something happen with nerve system? Brain works? or both?

Think of the brain as having a lot of dirt roads. When a signal tries to pass from one area to another, it must traverse through those roads and sometimes not in a direct route. Increasing traffic(more practice with reflex tests) would cause the dirt road to become a highway (maybe all the feet are making the dirt path wider?), and hence increase the traffic speed.

And sometimes there are things that slap rocketpacks to those people on the dirt roads and there are things that throw out caltrops or spike strips to slow stuff down.
