What you call a "tickle" is really a very mild response from nocireceptors (nerves that transmit the sensation of pain).
It is a factor of mental control that determines how ticklish you are. Just as you can expend a mental effort to withstand pain, you can also wistand being tickled. There is a gene that scientists have found that gives some people a greater ability to withstand pain*. This would also allow one to withstand being tickled as well. Kyle *Withstanding does not mean the person does not feel pain. It merely means that they are able to feel the sensation longer than others before making an effort to stop the sensation.
